Ofsted will be interested in how the curriculum works for the students, Will this curriculum offer give them progression options, does it ‘prepare them for adulthood’, present the PfA diagram and explain this is used to guide outcomes on EHCPs for these students. It may be that the leadership do not want to offer a curriculum for these students at KS4, small groups are more expensive if you are looking at group sizes as a crude measurement for affordability, there might not even be an awareness around the funding accessed for these students. You could bring coatings also. If the students have KS2 grades then you will have to consider how a positive P8 can be achieved alongside alternative options.
