I believe a scribe is not allowed for English language exams and foreign language exams. I do know of a case where the student chose to write his own answers and his teacher rewrote his paper for him so that it was legible and sent both copies in. Ie transcript. That was for a history exam. The student had not felt comfortable dictating to his ideas and preferred this accommodation.
