There is a lack of spare capacity in the system and as budgets tighten at school and LA level then things are unlikely to get better in the short term. I think you are doing exactly the right things by asking questions and listening to the answers. We will achieve more by working together and understanding each others pressures. In the end its the quality of relationships that count – without fruitful relationships the best funded plans hit the buffers. Keep going- things will get easier- the pendulum always swings back
