    Could I suggest that you have already assessed him in your description? Given the severe limitations you are experiencing with him, as Niki’s response suggests, isn’t the priority to find contexts in which he can engage positively?
    Coming up with assessment results that have numerical values (and therefore implied judgements) serves what purpose?
    Discover what he can and will do by providing conducive opportunities. It will be far more rewarding for everyone involved!
