I am not sure being completely scientific in approach will work because of the multiple factors at play on whether a student has special educational needs or not. Access Arrangements are linked to SEN, but they are not the same thing. Perhaps look back at the code of practice, it is a bit woolly about what counts as special educational needs, but the normalised accepted version has tended to be a student who has significantly different from or additional to their peers requiring significant different or additional support. It is a judgement call.
