At our local SEND forum we were told that a draft EHCP with targets is prepared during the EHC assessment, with input from professionals such as the EP, before it goes to the SEND Panel for consideration. If an EHCP is not agreed then the document becomes a non-statutory Inclusion Plan, with no legal status or funding, rather than an EHCP. In our area, parents can ask for a ‘way forward’ / mediation meeting with the SEND team but if that doesn’t help, parents can appeal the decision.
