I work in a mainstream primary so this may be a little different but assuming the same process: I’d always say for School to apply as then you can gather evidence accordingly to limit the chance of it being denied. If parents make the request, you’ll get an email providing only 2 weeks to gather evidence and write the EHCP.

An updated EP won’t help – the LA need to use their own EP to inform the plan so you can pay for one alongside for advice in the meantime but it won’t speed anything up.

Generally mediation is fairly successful as long as you can present a valid need.
