Have you both thorough APDR evidence and advice implemented from all professional agencies?
Can you evidence lack of progress?
Can you evidence costed provision?

If not get this in place first.

First test – is there SEN?
Second test – is provision through an EHCP necessary in order for the child to access education.

Even if parent applies for EHC Assessment you will still be asked to provide evidence to support these tests.
Better to work with parent and have thorough evidence than be caught without evidence and having a relationship breakdown

There is no deadline on reapplication for Asst, only on reapplication if no to plan once Asst is completed.
