I am not sure it’s necessarily the delays in tribunals – although this is true LAs don’t name a specialist setting as they don’t have spacess and this forces an appeal.- it is the lack of specialist provision, certainly in my area, which means a tribunal if the only option (possibly for a higher cost placcement out of area). This leave schools to ‘manage’ students who clearly need more targeted and higher level input.
