You need to establish if foster carer (FC) has delated authority over educational decision from Corporate Parent (CP) who ultimately holds all Parental Responsibility (PR) through a Court of Protection Care Order.

You should also establish from corporate parent if maternal parent (MP) have any PR.

Then you know if you should invite CP, MP or FC.
