You would need to discuss with the social worker to find out who has pr ( parental responsibility), only the corporate parent ( LA social care) can make the decision on who should attend the annual review. In most of my cases parent isn’t involved unless there is shared PR.
You will also need to know who should be the named contact on the EHCP.
