It might depend on funding arrangements in your own local authority. Anything statutory is the responsibility of the LA to my knowledge/in the local authorities I have worked in. It might depend if it is a statutory requirement or just a suggestion, in which case I think school would pay. If it directed or required, I think LA should definitely pay. As just said though, different funding arrangements might need to be checked, ie, if statutory assessment funding has been delegated to school. Never heard of this though.
