As a teacher/senco who always ended up with EHCP Applications, FSPs, etc I would say that, if the Medical Professionals recommend one, THEY should start it. There is no reason that they can not submit a request.

The “ooh but we’re so busy” defence does not hold as Teachers/SENCOs are equally, if differently, very busy.

Of course, there is also no reason that the parents could not start the process.

My only thought other than this is that it is very difficult to get an EHCP for things that “May” happen. The application would probably be returned because there is “no current need”.
