Chew toys are designed to be chewed, the only time I would be concerned about choking is if there are other significant medical needs for breathing or cleft plate, which is rarely the case. The risks I find are more around cleaning/making sure other children’t don’t use them from a germ sharing perspective. I usually make sure there is a storage space (a plastic take-away container is perfect) and a cleaning schedule (ideally daily).
