yes, as Karren says:
if these students have a genuine need for a scribe, have used one as you say since primary and it is their ‘normal way of working ‘ you can apply and let the application be automatically rejected with a score not low enough. Then refer it with an explanation and evidence. You will then hear back (can take a few days) and I would expect the application to be approved.
