Is using a scribe their normal way of working?
If you can prove that they need the scribe/text to speak software normally (e.g. have used a scribe etc in in-house assessments etc and document this), then with the supported reports, you should be able to get it through. We record this on spreadsheets within our departments that are then shared with the SEND team to collate and document normal way of working.
