Do for summer born pupils who join reception late, we would normally expect them to stay in the year group they started at.
A deferment application could me made under admissions by parents and supported by heads at both schools
The annual review should have been completed now for a phase transfer anyway?? If not call early AR and invite Lead Send officer, inclusion abd parents along with any other agencies involved (eg EP AO SaLT etc,)
If the pupil cannot be deferred would a special school be a reasonable alternative? The LA would want to avoid this as more expensive and places scarce. Worth exploring.
