If they are significantly behind and struggling to make progress sounds like there is a good case for an EHCP. Sounds like you or EP has already done assessment that highlights at least some of the reason for difficulties – low IQ and processing. You can’t always get to a neat diagnosis or label for difficulties like these, it’s just that some / many areas are low – verbal / non verbal skills / processing / memory / possibly some specific literacy Maths difficulties and the overall profile leads to struggles to achieve and progress even with interventions in place. If you believe an EHCP would be appropriate then go ahead and push for it.
