I have to do appraisals for both support staff and teachers (also in a primary school). However, I am part of SLT so that comes along with the territory. I agree that since you are not part of SLT, it should be done by someone who is. I guess it depends on what the need of your school is like, but it is widely recommended that SENCos are on SLT.
