…just another thought. If the provisions on the EHCP equate to a full day, the banding/HNF should match this – mius the 6K – does it? Ours doesn’t. What is said at transition – both to the LA [my guess is you are directed] and to the parents? If you make it clear what’s possible either the parent accepts of requests a different setting.
