The first thing you need to do is hold a review of the EHCP. Without a review you have no evidence to submit to the LA to say why feel you can no longer meet need. You could also invite a member of the LA to the meeting (written invitation) although I’m not sure what your LA policy is about attending.
Once the review has been held it can be submitted to the LA for their consideration.
