Yes I agree with above: when you write a file note, just say you have tried test breaks, they don’t work for reasons stated, and try something else: extra time maybe.
You can try it to see if it helps as you have exhausted the option of rest breaks as the guidelines suggest.
You will still need evidence that this will be supportive.
