I offer provision map (ie interventins & reasonable adjustments) as universal provision ie various interventions. Above Element 2 or with external support eg Salt I put on SEND support or census K
There’s a place for considering your % of SEN with regards census as this can affect Ofsted judgements
There’s also a place for considering that your notional budget is NOT derived from any % of SEN on roll it’s purely on deprivation indices
